Format handling is where these tools most often fail, because each format breaks differently. The PDF Association notes that PDF does not natively define tables, so extraction from untagged files relies on error-prone visual inference. Spreadsheets are no simpler, a single sheet routinely holds several distinct tables. Web portals are a third channel entirely: US federal solicitations post to SAM.gov, Schedule quotes run through GSA eBuy, and states run separate systems. Few platforms cover all three.
